Articles of Association
Sanaee Ghaznavi
Association of Cultural and Social Affinities
Section One
General:
Article 1:
An association called “Association of Cultural and Social
Affinities” is established in the Bay Area, Northern
California.
Article 2:
Since this Association is established as a non profit,
non-political entity and does not have any political, ethnic
or cultural (linguistic) affiliations and has no aspirations
other than cultural and social objectives; therefore, it is
named accordingly.
Article 3:
The objective of establishing this Association is to improve
the living conditions of our fellow citizens in Ghazni in
terms of cultural and social activities by means of active
participation of compatriots living abroad through this
Association and the cooperation of similar association in
other areas.
Article 4:
In the following articles, for brevity, only the word
"Association" is used.
Section Two
Activities of the
Association:
Article 5:
Providing financial, scientific and humanitarian aid to
educational, cultural and other social organizations in
Ghazni Province.
Article 6:
Securing the financial
structure of the Association through membership fees and
charitable donations of other organizations and also raising
funds through organizing conventions, conferences, concerts,
plays and other social events.
Article 7:
Providing emergency funds for urgent and essential needs of
educational and social organizations in Ghazni Province.
Article 8:
Commemorating important national, religious, cultural and
historic occasions.
Article 9:
Cooperating with all the similar societies and associations
(non-political and non-partisan) within the boundaries of
objectives and principles of the Articles of Association.
Article 10:
Attracting and encouraging the
participation of all the people interested in culture and
knowledge including philanthropists and those with
altruistic feelings regardless of their sex, religion and
ethnicity.
Section
Three
Organization of the
Association:
Article 11: In order to facilitate its operations,
the Association has three main bodies: General Assembly,
Board of Directors and Board of Executives.
Article 12:
The General Assembly is the
highest body which makes the decisions.
Article 13:
The General Assembly selects
the Board of Directors and the Board of Executives.
Article 14:
The General Assembly meetings are held regularly or on an
emergency basis.
Article 15:
Regular meetings will be held annually and emergency
meetings will be held when requested by the Board of
Executives or by a written request made by at least 50% of
the members of the General Assembly.
Article 16:
The General Assembly may hold meetings with the presence of
two thirds of the members.
Article 17:
Under emergency circumstances, the General Assembly can hold
meetings with the present members.
Article 18:
The decisions made by the General Assembly are to be
executed by the Board of Executives.
Article 19:
In the meetings held by the General Assembly, the decisions
are made by the vote of majority and after being registered
in the Decisions Registry and being signed by the members
those decisions will be valid and enforceable.
Article 20:
Any changes or corrections in any part of the Articles of
Association require an affirmative vote of a minimum of two
thirds of the members.
Article 21:
Partial or complete lapse of confidence of the Board of
Directors or the Board of Executives is only possible when
their activities are proved to be against the spirit of the
Articles of Association.
Article 22:
The information about holding the meetings of the General
Assembly should be provided to the members one month prior
to the date of the meeting.
Article 23:
The General Assembly determines the amount of membership
fees with the vote of majority.
Article 24:
The annual meetings may change the amount of membership
fees.
Article 25:
Only the General Assembly is able to dissolve the
Association.
Board of Directors
Article 26: The Board of Directors consists of
a minimum of three and a maximum of nine members and the
duration of their appointment is for two years.
Article 27:
The Board of Directors selects one of its own members as the
President for a period of two years.
Duties and Authorities of the Board of
Directors:
Article 28: Monitoring the execution of decisions
made by the General Assembly.
Article 29:
Investigating the complaints regarding the performance of
the Board of Executives.
Article 30:
The Board of Directors selects two members of the
Association as the Board of Supervisors (Controller). The
duties of the Board of Supervisors are monitoring the duties
of the Board of Executives and preparing a financial report
for the Board of Directors.
Article 31:
Members of the Board of Supervisors cannot be members of the
Board of Directors or members of the Board of Executives.
Article 32:
Evaluating the report of the Board of Supervisors.
Article 33:
Board of Directors is obligated
to hold three meetings with the Board of Executives.
Article 34:
Studying the annual proposals made by the Board of
Executives (budgets, etc.).
Board of Executives
Article 35: The Board of Executives is the most
important executive body of the Association. It consists of
the President, the Vice President, the Secretary, the
Treasurer and those in charge of particular committees.
Article 36:
The Board of Executives is selected from the members of the
Association
Article 37:
The Board of Executives holds meetings once a month. In
order to hold the meeting, the majority of the members
should be present.
Article 38:
The Board of Executives determines the place and time of the
next meeting.
Article 39:
The Board of Executives is selected for two years.
Article 40:
The Board of Executives selects the President, the Vice
President, the Secretary and the Treasurer from its own
members.
Article 41:
Members of the Board of Executives and the Board of
Directors function pro bono and without any payment unless
otherwise instructed by the General Assembly and according
to financial requirements of the Assembly.
Article 42:
Members of the Board of Executives and the Board of
Directors may remain members of the Association even though
they resign from their positions.
Article 43:
The Board of Executives is responsible for reporting to the
Board of Directors.
Duties of the Board of Executives
Article 44: Approving and confirming new members.
Article 45:
Attracting and encouraging donations, charitable aids etc.
Article 46:
Taking proper actions to collect the membership fees on
time.
Article 47:
Preparing financial report, balance sheet, and profit and
loss report for the Board of Directors.
Article 48:
Each member of the Board of Executives is responsible for
the following committees:

Financial Committee:
This committee consists of a treasurer and a financial
advisor.

Committee of Charitable
Affairs: This
committee consists of an advisor and a number of members
who seek and collect charitable and financial donations.

Committee of Relations:
This committee consists of a number of specialized
committees whose duties are to establish connections
between Ghazni and other parts of the world.

Cultural Committee:
Performing and
promoting cultural activities
This Articles of Association consists of three sections and
forty eight articles prepared in Dari, Pashtu and English.
Each copy is equally valid and enforceable. After it is
ratified by the General Assembly, the Articles of
Association will be enforced.
Remark:
Under the current conditions, the contents of this Articles
of Association reflect the needs of the Association. In case
of new developments in the Association, new steps will be
taken to meet its needs under the new conditions.

انجمن پیوند های فرهنگی و
اجتماعی سنایی غزنوی
فصل
اول
عمومیات:
ماده اول:
انجمن بنام "انجمن پیوند های فرهنگی واجتماعی سنایی غزنوی"
در بی ایریایی کلیفورنیای شمالی تاسیس شده است.
ماده دوم:
از انجاییکه این انجمن یک موسسه اجتماعی غیر انتفاعی و غیر
سیاسی بوده هیچ نوع وابستگی سیاسی، قومی وزبانی خاص
نداشته، ارمانی جز تحقق ارمانهای فرهنگی و اجتماعی ندارد
بدین نام مسمی گردیده است.
ماده سوم:
هدف از ایجاد این انجمن بهبود شرایط زندگی هموطنان در غزنه
در ساحات فرهنگی و اجتماعی بوسیله شرکت فعال هموطنان مقیم
خارج از طریق این انجمن و همکاری سایر انجمن های هم مانند
در نقاط دیگردنیا می باشد.
ماده چارم:
در مواد بعدی برای اختصار تنها به ذکر" انجمن" اکتفا شده
است.
فصل دوم
فعالیتهای
انجمن:
ماده پنجم:
کمک های مادی ، علمی وبشری با موسسات تعلیم و تربیه و امور
فرهنگی و دیگر موسسات اجتماعی ولایت غزنی.
ماده ششم:
تامین بنیه مالی انجمن از طریق ادا حق العضویت ها و کمک
های خیریه و بشر خواهانه دیگر موسسات و همچنان جستجو وجمع
اوری دیگر هزینه ها از طریق گردهمایی ها، ایجاد کنفرانسها
، بر پا کردن کنسرت ها ، نمایشنامه هاو سایر فعالیتهای
اجتماعی.
مادهفتم:
مصارف وجوه امدادی برای رفع ضرورت های عاجل ، مهم و ضروری
موسسات تعلیم وتربیه امور فرهنگی و اجتماعی ولایت غزنی.
ماده هشتم:
بزرگداشت ایام فرخنده ملی ، مذهبی، فرهنگی و تاریخی.
ماده نهم:
همکاری با همه کانون ها و انجمن های همانند(غیر سیاسی و
غیر حزبی) درمحدوده اهداف و اصول اساسنامه.
ماده دهم:
جلب و ترغیب همه دوستداران علم و فرهنگ و صاحبان احساس و
مروت صرف نظر از جنسیت، مذهب و قومیت.
فصل سوم
تشکیلات
انجمن:
ماده
یازدهم:انجمن به خاطر سهولت دراجرای کار خود ارگان سه گانه
دارد: مجمعع عمومی، هیت مد یره وهیت اجراییه.
ماده
دوازدهم: مجمع عمومی بالاترین رکن ومرجع تصمیم گیرنده است.
ماده سیزدهم:
مجمع عمومی هیت مدیره و هیت اجراییه را تعیین میکند.
ماده چاردهم:
جلسات مجمع عمومی به طور عادی و یا فوق العاده دایر می
شود.
ماده
پانزدهم: جلسات عادی هر سال و جلسات فوق العاده به دعوت
هیت اجراییه یاتقاضای کتبی حد اقل نیم اعضای انجمن برگزار
میگردد.
ماده
شانزدهم: مجمع عالی در حالت عادی با حد اقل دو سوم اعضا
قابل تشکیل است.
ماده هفدهم:
مجمع عالی درحالت عاجل و ضروری با اعضای حاضر قابل تشکیل
است.
ماده هجدهم:
مصوبات مجمع عمومی توسط هیت اجراییه به اجرا در مییاید.
ماده نزدهم:
در جلسات مجمع عمومی ، تصمیم گیریها با رای اکثریت اعضای
حاضر ا نجام می پذیرد وبه اکثریت ارا ی حاضر مجلس اتخاذ و
بعد از درج در کتاب تصاویب و امضا اعضا قابل اعتبار و مرعی
میباشد.
ماده بیستم:
هر گونه تغییر و اصلاح در هر یک از بند های اساسنامه با حد
اقل دوسوم از رای مثبت مجمع عمومی امکان پذیر است.
ماده بیست
ویکم: سلب اعتماد از هیت مدیره و یا هیت اجراییه قسماٌ ویا
کلاّ در صورتیکه اجراات و سلوک شان مغایر روحیه و اهداف
اساسنامه ثابت شود صورت می گیرد.
ماده بیست
ودوم: جلسات مجمع عمومی یک ماه پیش از برگزار شدن ان توسط
هیت اجراییه به صورت کتبی به اعضا ابلاغ میشود.
ماده بیست و
سوم: مجمع عمومی حق العضویت سالیانه را با اکثریت ارا
تعیین می کند.
ماده بیست و
چارم: حق العضویت در نشست های سالیانه امکان تغییر را
دارد.
ماده بیست
وپنجم: تنها مجمع عمومی توانایی انحلال انجمن را دارد.
هیت مدیره
ماده بیست
وششم: هیت مدیره حد اقل متشکل از سه ویا حد اکثر نه عضو
بوده ومدت کارشان دوسال میباشد.
ماده بیست و
هفتم: هیت مدیره از بین اعضایک نفر را برای دوسال به حیث
رییس انتخاب می نماید.
وظایف و
صلاحیت های هیت مدیره
ماده بیست و
هشتم: نظارت بر تطبیق فیصله های مجمع عمومی.
ماده بیست و
نهم: رسیدگی به شکایات واصله از طرز اجراات هییت اجراییه.
ماده سی ام:
هیت مدیره دو تن اعضای انجمن را بحیث هیت نظار تعیین میکند
و وظایف هیت نظار بررسی فعالیتهای کمیته اجراییه و تهییه
گزارش مالی برای هیت مدیره میباشد.
ماده سی و
یکم: هیت نظار عضو هیت مدیره و هیت اجراییه بوده نمی
تواند.
ماده سی و
دوم: بررسی گزارش هیت نظار
ماده سی و
سوم: هیت مدیره مکلف است که حد اقل سه جلسه مشترک را با
هیت اجراییه سالانه ترتیب نماید.
ماده سی و
چهارم: غور و مداقه برپیشنهادات سالیانه هیت اجراییه
(بودجه و غیره).
هیت اجراییه
ماده سی
وپنجم: هیت اجراییه عمده ترین ارگان اجرایوی انجمن بوده
متشکل است از رییس معاون منشی امر مالی و مسولین کمیته های
اختصاصی.
ماده سی و
ششم: هیت اجراییه از میان اعضا انجمن انتخاب می شود و
انتخابات شان از طریق مجمع عمومی صورت می گیرد.
ماده سی و
هفتم: هیت اجراییه زمان و محل جلسه های عمومی را تعیین
میکند.
ماده سی و
نهم: دوره کار هیت اجراییه دو سال است.
ماده چهلم:
هیت اجراییه از میان خویش یک تن را به عنوان رییس یک تن را
معاون یک تن را به عنوان امر مالی و یک نفر منشی انتخاب
مینماید.
ماده چهل و
یکم: اعضای هیت اجراییه به طور رایگان در انجمن کار میکنند
مگر به حکم مجمع عمومی و اقتضات مالی.
ماده چهل و
دوم: با استعفای هر عضو هیت اجراییه و هیت مدیره عضویت
ایشان درانجمن باقی میماند.
ماده چهل و
سوم: هیت اجراییه درپیشگاه هیت مدیره پا سخگو و مسول است.
وظایف هیت
اجراییه
ماده چهل و
چهارم: پذیرش و قبول اعضای جدید.
ماده چهل و
پنجم: جلب و تشویق اعانه ها امداد خیریه و غیره.
ماده چهل و
ششم: اقدام لازم در زمینه وصول حق العضویت ها در موقع
معینه.
ماده چهل و
هفتم: ارایه راپور مالی و صورت حساب مصارف و عواید غرض غور
به هیت مدیره.
ماده چهل و
هشتم: هر عضو هیت اجراییه مسولیت کمیته های ذیل را داراست:
الف: کمیته
مالی: این کمیته از یک نفر خزانه دار و یک مشاور اقتصادی
تشکیل می شود.
ب: کمیته
امور خیریه: این کمیته متشکل از یک مشاور و چندین عضو بوده
که وظایف شان جستجو و جمع اوری اعانه ها و کمک های مالی
میباشد.
ج: کمیته
ارتباط: این کمیته متشکل از کمیته های اختصاصی بوده که
وظایف شان تهیه معلومات و تامین ارتباطات در غزنی و سایر
نقاط دنیا میباشد.
د: کمیته
فرهنگی: اجرا و فعالیت های فرهنگی.
این اساسنامه
در داخل سه فصل و و جمعا چهل و هشت (48) ماده به زبانهای
دری پشتو و انگلیسی که هر یک دارای عین اعتبار میباشد
ترتیب گردیده بعد از تصویب مجمع عمومی و طی مراحل قانونی
نافذ و قابل اجرا میباشد.
تبصره: مواد
و محتویات این اساسنامه در شرایط فعلی جوابگوی ضروریات
انجمن میباشد. در صورت انکشاف و توسعه کار انجمن ایجاب
خواهد نمود تا مطابق به خواسته های انوقت برای اجرای وظایف
تشکیلاتی انجمن مواد و محتویات بهتر ترتیب و طی مراحل
گردد.
